英國公共圖書館服務標準 - 2008年4月第三版

英國公共圖書館的主管部會是文化媒體與體育部，對於公共圖書館期許是:

十個標準

1. 住家與公共圖書館的距離(PLSS1- Proportion of households living within specified distance of a static library) - 倫敦市中心 100% 在一英里內，倫敦市外環 99% 在一英里內；大都會區 95% 在一英里內，100% 在二英里內；自治區 88% 在一英里內，100% 在二英里內，郊區 72 在二英里內；郡治區 85% 在二英里內，郊區72% 在二英里內。
2. 聚居區的圖書館，每千人開放時間(PLSS 2 - Aggregate scheduled opening hours per 1,000 population for all libraries) - 128 小時。
3. 透過網路近用電子資源的比例(PLSS 3 – Percentage of static libraries (as defined by CIPFA) providing access to electronic information resources connected to the Internet.) - 100%
4. 每萬人可用的電腦數，上網及查找圖書館目錄(PLSS 4 – Total number of electronic workstations with access to the internet and the libraries catalogue (available for public use through both static and mobile libraries, and other service outlets (as defined in PLSS1)) available to users per 10,000 population.) - 6 部
   由於為2008年的現在已不是了。
5. 預約或推薦購書(PLSS5 - Requests) - 50% 在7天內完成，70% 在15天內完成，85%在30天內完成。
6. 每千人到訪圖書館的人次(PLSS 6 - Number of library visits per 1,000 population Targets) - 倫敦市中心 7,650 人次，倫敦外環 8,600 人次，都會區 6,000 人次，城市 6,300 人次，郡 6,600 人次。
   每個人每年要島訪圖書館10次每個月至少1次。
7. 五等第下，16歲以上圖書館使用者的滿意度(PLSS 7 - % of library users 16 and over who view their library service) - 94% 評鑑為前兩級的最好及好。
8. 三等第下，16歲以上圖書館使用者的滿意度(PLSS 8 - % of library users under 16 who view their library service.) - 87% 評鑑為最高級的好。
9. 每千人每年購書量(PLSS 9 - Annual items added through purchase per 1,000 population.) - 216種。
10. 外借書庫的更新率(PLSS 10 - Time taken to replenish the lending stock on open access or available on loan.) - 6.7 年
    將所有館藏分為6.7份，每一年更新一份。指外借書庫之館藏最多能在這個書庫停留6.7年。

PLSS 10 - Time taken to replenish the lending stock on open access or available on loan.
6.7 years
“Lending stock” means all books and other items available on open access or available for loan. Special collections, however, should be excluded. The count is based on books for loan including extra copies in sets and AudioVisual materials for loan. It excludes reference materials and books held in reserve. This translates into the number of years it would take to replenish lending stock o f books and audio-visual materials.
